Minners And Losers

Looks like Joe Biden isn’t the only elected official from Delaware fascinated by foreign affairs.

We learn from today’s Wilimington News Journal:

Less than three months from the end of her tenure, Gov. Ruth Ann Minner left the country unannounced Saturday on an economy-boosting mission to Europe.

The trip comes weeks after announcements of further declines in state revenue, with some calling it her final effort to boost business in the state. Others say it is a waste of taxpayer money.

The governor arrived Sunday in Munich, Germany, and will travel to London later this week, before returning at the end of the week, according to her spokeswoman, Kate Bailey.

Europe, of course, can be a hotbed of intrigue, security concerns, and tricky diplomacy. What danger awaits Minner?

In Munich, Minner is scheduled to meet with Dr. Hans-Jorg Bullinger, president of Fraunhofer, as well as representatives from other Fraunhofer institutes who are seeking to expand into the United States. Delaware has partnered with Fraunhofer on the Fraunhofer Center for Molecular Biotechnology, which employs about 60 people at the Delaware Technology Park.

In London, Minner will meet with Anthony Jenkins, chief executive officer of Barclaycard, a London-based credit card and consumer lending businesses, which employs about 1,000 workers at its U.S. credit card headquarters in Wilmington.

Also while in London, Minner will meet with the leadership board of the International Women’s Forum, an organization that helps to advance women’s leadership through sharing knowledge and ideas among women from around the globe, according to the governor’s office.

Minner is also scheduled to meet with David Smith, a member of the AstraZeneca senior leadership team at their corporate headquarters in London.

You’ll love the kicker. So how will Minner stay safe on that trip? Easy:

All of Minner’s trips — to peaceful locales such as Paris, Amsterdam and London — have been undertaken without public notice or prior review under secretive terms Minner says are dictated by her “executive protection unit.”

In an e-mail, Bailey said she “can’t say exactly which day [Minner] will return due to security concerns (as per her executive protection unit). That is the same reason we didn’t announce her departure early (this is standard procedure as we’ve done in the past).”

Of course, if it’s protection the governor is worried about, maybe John Winger and Sgt. Hulka can give Gov. Minner a lift…
