					<description>The Feds already indirectly subsidize some newspapers by providing an anti-trust law exemption when there are two papers in the same city, allowing them to be printed and distributed together under co-management, so long as they maintain separate news &amp;#38; editorial staffs - thus keeping the one that would otherwise fail 'alive', if on life-support.  Most of the latter ultimately die, anyway.</description>
