As the Deputy Secretary of HHS, he is the number 2 offficial there. Dov Zakheim was one of a number of Undersecretaries of Defense as the Comptroller -- so, he was one of the number 3 officials there (with Wolfowitz being the #2 throughout Zakheim's tenure).
